- Prof. Katsuhiko Kuroda (Professor Emeritus, Kobe University)
- Prof. Kuroda was a former chair person of the Port Planning Committee of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan for ten years. He has also worked as a committee member on many air and maritime transport councils, including the Kobe Airport Construction Committee in 2004. Prof. Kuroda currently works in an integral role for the Hanshin Port Authority.
- Prof. Kiyoshi Kobayashi (Professor Emeritus, Kyoto University)
- Prof. Kobayashi is a chair person of the Port Planning Committee of MLIT. He has also worked as a committee member on many civil engineering-based councils. He was a former president of the Japan Society of Civil Engineering.
- Prof. Ken'ichi Shoji (Professor Emeritus, Kobe University)
- Prof. Shoji is a former president of The Japan Society of Transportation Economics. As a professional of transport economics, he has worked as a committee member on many councils, including the Kobe Airport Construction Committee in 2004. Prof. Shoji was also vice president of Kobe University for four years.
